ICT Service Management, Programme Management and Strategy
The Government of Lesotho, Ministry of Finance, Development and Planning (GLMF) had developed ICT systems in a disjointed manner, wasting resources and creating information silos. GLMF asked Pinnacle consulting to plan and implement a new integrated financial management system, including an ICT strategy and appropriate management and security procedures.
We worked with staff and partners to review current information systems and security, quickly implementing procedures and processes necessary for GLMF to function smoothly. Following this, we developed an ICT strategy which identified priority systems, together with an implementation plan.
We provided technical assistance to support the procurement and implementation of the new financial system, developed specifications for LAN and WANs, and a primary and secondary data centre. Finally, we assisted with the selection and transfer of ICT staff.
This led to GLMF becoming operational with a sound ICT infrastructure and all key services in place, including a business-driven ICT work programme capable of delivering its emerging priorities and objectives.
Our work has led to benefits such as effective delivery contracts with third party suppliers, a planned series of reviews to ensure long term service improvement, and knowledge and skills transfer to in-house ICT staff.
